Liking startup programs or not because you assume you can disable them at whim is secondary to smooth running of your pc. If you have display settings through CCC and try a game without it activated, it may end up all kinds of funky. Those programs honestly take only a second or 2 to load, so really don't affect startup times much at all, but can affect operation until activated. Iusb3monitor deals with usb3 porting, frequencies and usage throughout the mobo, and CCC deals with your graphics card, so has input on resolutions, colors, sizes, fonts etc. If nothing untoward happens in their absense, they should be safe to disable.
